I think her closing the curtains makes perfect sense without any unstated motivations, considering what she seems to be doing to the Bishop. I doubt she’d want that to be seen, on the off chance someone was out walking in that weather.

She could be Bob’s secret agent. But I think the possibility for her to be just a woman who wants power (or to be the lover or someone in charge) and is using the church for this is way more scarier.
